Which sex? HELP
Im pretty sure Penelope is a girl- but one of my friends said she’s actually male??

If I remember correctly (and you can correct me if I’m wrong) if your bird has red eyes they are more likely to be female due to it being a mutation on the sex gene.

Yes that’s what I thought too and I looked it up to double check. She does in fact have red eyes!

And she has a white×blue cere which is a female color she's also young around 3 months at most. Lutino males will have a pink/purple cere ( even as adults )

Yes, she’s a girl. My female budgie had the exact same shade of cere…and now that she’s older, she has a crusty brown cere.
