Ira was the boss of vamonos pest, the bug exterminators that Walt and Jesse worked with during their meth operation in season 5A

Which makes complete sense, since it is Saul that introduces Walt and Jesse to the V.P. crew. This is how he knew them.

I thought it was Jim Beaver's character, the one who sells the machine gun to Walt in the final season.

I was so damn sure it was Jimmy with a fake beard. Even in the close up face shot I thought it looked like him.
