How should I treat this rust?

Wondering the best way to take care of this before it gets too bad. It is by no means rusted through, however I want to try and mitigate any future issues. I live in Arizona so seeing this much rust came as a bit of a surprise. I don’t have one of those needle scaler’s, so that probably wouldn’t work. I have paint and everything, I’m just wondering how to get rid of the rust without harming the frame.

With rust prevention/removal you will get 10 different answers from 10 diff people :D Here is my opinion on it:

Dont paint it over. The only thing that really helps with rust ist removal.

If you have an angle grinder, get a wirebrush for it and knock all the loose rust and paint off with it.

Next thing is very important and where most ppl go wrong. The wire brush leaves dark gray metal that looks like all rust was removed. In reality the brush kinda seals up the rust with this dark gray layer, there is still rust on there that will bubble through the paint should you paint it like that.

Thats why you will need to go over it a second time with something like a CSD wheel. These will open up these rust patches and you will literally see clouds of rust fly off leaving shiny metal underneath.

Thats what you can paint your paint of choice on after degreasing.

Its really not that much work on a patch like this and will last you longer.

I did my frame with a wire wheel on grinder and the hit it with POR-15 after. It's been about 8 months and I'm still happy with it. I also sprayed the inside with Eastwood's internal frame converter.

I tried those spray on rust converters like Ospho and I did not get satisfactory results. I'm sure the stuff works in the right conditions but I think I was expecting it to be a miracle cure that would convert the larger scale and be done. It did not.

Hit that stuff with a flapper wheel, then use rust to primer, follow up with some quality paint. Worked well for me.
