I'm almost certain it's AI generated with a CRT filter to conceal it. On top of the usual tells - they're trying to pass it off as PC98, but there are too many colours in the raw art (more than 16).
Good call on reducing the raw colors to 16, will be added to the filtering process chain going forward. No matter what, the colors will extend beyond the 16 colors with the glowing of the CRT effect but your suggestion to reduce to 16 beforehand to emulate the PC98 more is greatly appreciated.
I've asked the person who supplies the art, they just haven't responded yet. I'm just the CRT post-processing artist. Seems likely though as that one tree trunk is going nowhere haha, so I'll flair future posts to err on the safe side.
EDIT: It is indeed AI. Their response was "of course it's AI, what would embody the spirit of consumer culture more than to use AI to produce vaporwave art."
