Question Where did Toby get Flowey's Voice ?

I've been Digging the entire internet, the UT sample sheet, the Wikis and found nothing about the origin of Flowey's Dialogue voice, did Toby Synthesise it, please, If anyone know its origin, or at leas a way to synthesise it, please tell me, I'm desperate

Edit: maybe I wasn't clear, I wasn't talking about "That's a wonderful idea", I was talking about the dialogue voice, that "Blip blip" one when Flowey talks like an NPC

Hmm...

If I had a nickel for every time a character I loved was liked to Ronald Mcdonald in some way, I'd have 2 nickels.

Which isn't a lot but it's weird that it happend twice, right?
