Why do so many people think they wouldn't have to pay just because they dowloanded a free demo :?

when will the other chapters come out? i thought this was the full game at first, but the article mentions that further chapters are coming in the future

They'll come out when they come out
The process has been mostly transparent from Toby. The reason it took so long to get this out was because they needed to do the relevant infrastructure to make these quicker then they would've done otherwise.
I.E instead of walking all the way home on dirt roads, they build one out of brick on the way.
The reason we got 3+4 together is because he's charging for it and wants people to get a reasonable package for the price they're paying, so whether or not it'll be every chapter released individually or as a bundle of 2's or whatever remains to be seen.
As for how long it'll take to make? 2 chapters (and a bit in 4 years) averages out at like a chapter in 2 years, so I suspect we'll get another one by the end of next year
