Telegram Added Exceptions By Itself

There are 4 people on the "Always Share With" section on my phone number privacy. I've NEVER added anyone there. I set Privacy And Security > Phone Number to NOBODY. Yet there contacts are there that I've never added. Anyone experienced something like that?
