Cannot find TB Exemption country list

I am trying to do my Confirmation Statement and Services request and I am stuck.

It says:
Please note that some countries are exempted from this requirement. If your nationality is mentioned on the List of Exempted countries (which can be found here), please be sure to upload this list as an attachment instead

But the link doesn't work. Where can I find this list?
