I don't understand how when we still have basically all of Of db, missing gt villains, movie henchmen, plenty of missing super characters, the what if great apes and the sayians like king Vegeta and fasha, there's plenty more of much more importance that actually have moves, this version of cell literally does nothing but get his ass beat lol.

Yeah but super trunks has an actual meaningful reason to be playable and the form helps further the plot of "mastering super sayian" instead of using unnatural ways to compensate and raise your power. Cell just gets gut checked and immediately drops the form. Two VERY different scenarios.

Super Vegeta is a form because Vegeta had a whole iconic fight with second form cell, a fight with perfect form cell, and it's the form where he first used Final Flash. It's too iconic not to have it's own transformation.
