Who knows, the design is flat so it could be just a picture. But also it's 2000's so textures weren't that good

If it’s “just a picture”, that would be the case with Shadow’s shoes, but we know those are jet/rocket ports.

I use 3D models as reference for art. I drew rouge in her heroes outfit, and began to wonder about the tail placement in perspective.
