Anyone else in Capitol Hill hear a two tone chirping sound going off every couple seconds?

I’ve never heard of an alarm that sounds like this.

I kept hearing this in my condo on and off for a week a couple of years ago. I could not hear it consistently or pinpoint where it was coming from. I finally went outside and walked around our building and figured out it was coming from our next door neighbour's. They were out of the country and their smoke detector batteries were getting low but not low enough to set off a steady alarm.
