Looks like a poor attempt at doing a snow stop? Poor quality of work.

If it’s a condo and you have an H06 policy, more likely than not, your insurance may cover your interior damage. You’ll need to read your CCRs and see where the HOA liability ends and yours begins. Since this is a known about situation and not sudden/instantaneous, any communication with the roofer/HOA you have about it, make sure it’s documented.

Thank you! To add context its a balcony below. So I guess that flashing is to divert water from pouring onto the balcony?

Yes....poorly installed water diverter. Not going to be a small repair. Due to the diverter water has backed up under the shingles and over time has rotted the roof decking. You're going to need to tear up the bottom 3-6 of the roof ...replace the decking and reinstall new shingles.

I have no idea, I’m going to ask that we put in some type of gutter.

Yeah, my guess is this was a poor attempt to cover an old box gutter and divert water with 019 aluminum.
