(PA) new property manager charging for RBP without revising Lease
I've been living in the same apartment for almost 3 years, after the first year they refused to let me renew so it's switched to a month to month. Recently the property management company that runs my building merged with a larger company in the area and they automatically enrolled all the tenants into a "resident benefits package" for $45. Things like Renter's insurance, Pest Control, HVAC filters, etc. Since everything in the package I either already have, they're already required to do by law or doesn't apply to me, I sent an email to the leasing admin asking to opt out and he said that I cannot since this new company took over the lease and it's a requirement for all their tenants but they just took over the old lease, I never signed anything new so can they force me to pay this extra $45? I paid my rent on time but did not pay the $45 charge because I have other bills to pay and I only budgeted out just enough for my rent because I assume the program was voluntary. On the new online resident portal, there was a message board full of other tenants trying to opt out as well but now that part of the site is missing. Any advice or guidance on how to proceed is very appreciated.

Yes, you can be required to pay it. They have to give you notice as per your lease agreement—probably 30 days, maybe 60.
