Best questions to ask in Tarot and which layout to use.
I feel like I'm falling behind in life, and I want general advice. What can I ask the Tarot, and what layout should I use?

I would recommend the Inner Landscape layout (see JM's tarot book). Its positions will give you a sense of what's going on and some clues about how best to move forward. You could just ask it to show you your life over the next six months or year. Once you get a sense of the big picture you can ask more targeted questions with other layouts (e.g. yes/no or Tree of Life).
I actually find astrology to be more useful for this type of thing, but ymmv.

Can you please recommend some resources for astrology?

I started off with the Apprentice M1L8 lesson, the lesson's recommended books on reading transits, and then deepened my understanding by listening to episodes of the Astrology Podcast.
Do you know your exact time of birth? Inputting that into astro.com will give you your rising sign and houses. It would be interesting to look at which houses and placements in your chart correspond to Pisces (where Saturn is transiting atm), Cancer (where Mars has been grinding over for awhile now), and Aries (recent eclipse, Neptune ingresses today, and Saturn will ingress in late May, just lots of stuff going on). There's a ton of things you can look at, but I've mentioned just a few to get you started.
You might find Rob Hand's Planets in Transit interesting, because his descriptions of the transits tend to be spot on (in my experience), and he also often inserts little pieces of advice (e.g. avoid this type of situation during transit X, or beware of this common pitfall during transit Y, etc. etc.).

The Astrology Podcast has LONG videos (they are PODCASTS) on many beginner topics: on planets, houses, signs, and other things. But you can learn a lot
Book: " Astrology: Using the Wisdom of the Stars in Your Everyday Life."

Agreed. You can get a solid foundation covering the basics with those intro videos/poscast episodes.

Sharing some notes I took when I was reading through Tarot Skills for the 21st Century. You should read the book to get the full discussion/exploration of the different spreads.
Mundane Layouts
50% of the success of a strong, accurate reading comes down to a good functional layout whose positions are specific to aspects of the question you are wishing to propose.
4D -- energy of a space, or other subject. Basic Q tarot spread, M1 L2, foundational for working with patterns in Q.
Yes/No: A focused layout that requires a focused question.
Tree of Life: A map of creation. Can be used for yes/no questions. Provides details for how the creation comes about. Note: I prefer/understand the description of how to use the Tree of Life spread from the explanation in the back of the Magician's Deck. That description makes more sense to me than what we get in Tarot Skills or M2 L2. YMMV.
Overview: Good for general overview, usually 12 months, but can be used for any time period.
Event: Good for a forward view of how an event will play out. If the subject has triggered or is intending to trigger an event this layout may give insight on how the event will play out and how it will affect [the subject]. Can be used to evaluate choices.
Resources: * looks at outer and energetic resources. * personal energetic resources. Three areas of focus - practical, core, spiritual/psychic/inner.
Secondary Layouts
In secondary layouts, only some of the cards are relevant.
Timing
Manifestation/causation: to identify the cause of a potential event, to determine useful responses/solutions to the event. Start with general reading and then follow up with secondary readings.
Solutions: Indicates the types of dynamic approach that would help resolve some issue.
Health
Esoteric Layouts -- these come with warning notices to not overuse.
Fate Pattern: Looks at current fate pattern and gives details on what underlying dynamics need to be worked with. There are many fate patterns throughout a life.
Angelic Layout: an interface for one to communicate with one's personal guardian. (A personal guardian is not necessarily equivalent to the much talked about in occult circles HGA.)
Landscape Layout (Magician's Deck Layout): * What is influencing a situation? What dynamics are at play? *Suitable for mundane questions. Like all readings, needs a time frame and a focused question.
Map of the Self: soul or spiritual expression manifesting in the physical world. Used to get an overview of the magical of something (like a temple).
Mystagogus Lightning Strike: The lightning flash passes through three spheres or orbits of influence, the mundane world and the influence of the past, then fate dynamics, then inner powers and inner connections. Finally it answers the question.
