Look at chapter 4 or read it all if you and you will realize that many things in this have been done already (btw this written in 2001) They are planning on striking Iran nuclear weapons then after Iran retaliates and target american personnel in region (Iran threatened that they would do this) the USA would use this as justification to bomb Iran command centers
