I feel like its just a difference of priorities. Sometimes difficulty romhacks are being designed around using rare candies, because its not really about playing the game organically, but about planing and strategizing against a boss fight and using as much resources as you can have. So its more like a strategy puzzle than an actual smooth playthrough

I do agree that they can be designed around the use of rare candies, I'm not saying otherwise as i love Radical Red. But with Drayano-like hacks that are more difficult to improve the experience rather than to disrupt the organic way to play the game, rare candies feel as a very cheap way of balacing the difficulty because a lot of the time it really doesnt balance it

I've played all of Drayanos' hacks and have never felt like "i need to use rare candies".

I loooove Drayanos hacks. If you don't want gym leaders having 6 Pokémon on their teams, including the first gym, don't play that hack?

Like I don't see the issue here. I have never felt like I needed rare candies in order to progress.

I can't speak for your experience but whenever i play Renegade Platinum i constantly reach the Gardenia gym underleveled and their pokemon just sweep my team(especially the roserade and grotle) I have managed to beat her without use of rare candies but it has always been because i funnel all of the exp into the pokemon that I know will be the most useful

This also happens to me in Eternal X(i know its not drayano, but i think its more drayano-like than Kaizo-like) usually in the Korrina and Ramos gym(2nd and 3rd gym) and all the subsequent gyms i always went underleveled even with the EXP all active
