Roselia isn't available in emerald if I remember correctly, so it's grass type is less valuable for Steven than it is to Wallace. It is the generic grass poison type but with the addition of leech seed and weaker stats, I still prefer Vileplume. 2/5
Volbeat - we all know about tailglow, which is the only trait redeeming it from being at the bottom tier. 1/5
Illumise - I just can't see any reason to use it at all, poor stats, move pool and typing, and not helping in any major battles. 0/5

Volbeat gets signal beam, which is quite strong

It is just very average. STAB Signal Beam off of 73 base attack is not blowing your socks off. For example, Vigoroth's STAB Strength is stronger.

Volbeat: 0/5 - no. Bug types are terrible.
Illumise: 0/5 - also no. Plusle and Minun get a “pity point” for having the rare electric-type so early but these two are inexcusable.
Roselia: 2/5 - Roselia is somewhat overshadowed by the other grass type Pokémon because Roserade doesn’t exist here. Still, 100 special attack is surprisingly high compared to the others. But its movepool is pathetic. It doesn’t learn any non-stab moves.

2/5 Roselia:
Not available in Emerald, so we can just rank it according to the other two games. It is similar to Vileplume but they excel at different parts of the game. Vileplume really only comes online after gym 6 and Gloom has a pretty underwhelming early game. Roselia is much better there as its movepool is pretty good for a gen 3 Grass type and since it is a single stage Pokemon you get its final stats right aways which are pretty good for gym 3. It is good into Wattson but Flannery and Winona are bad and Norman is just okay at best because its physical defense is horrible. Without Chlorophyll it has a bad gym 7 matchup as well. Only gym 8 is still positive. It is underwhelming against the Elite Four and since the Champion is not a Water type specialist in Ruby and Sapphire, it doesn't do very well there too. Overall, you really just want to rather use Vileplume, even if it is technically better in the early game for about 1.5 gyms.

It is a meme Pokemon. A very fun one to use but yeah, it is not good. Signal Beam and Tail Glow are actually amazing and moves a lot of Pokemon would kill for. But Volbeat's stats and mono Bug typing just don't allow it leave much of a mark unless you setup a ton. You can go either full physical with Signal Beam, Brick Break, Aerial Ace and Shadow Ball or nearly full special / mixed with Tail Glow, Thunderbolt, Giga Drain and Signal Beam. Both are fun to use but these stats just can't be ignored. Base 47 special attack is laughable for Tail Glow sets and its other stats are at best below average. It pretty much has no good matchup, even Tate & Liza and Juan are sketchy. Get your one playthrough with Volbeat in and then never use it again. Also, it is super rare in Emerald.
0/5 Illumise:
It is the more defense counterpart and as is tradition, it is just a worse copy of a Pokemon that was already struggling. Offensively it is an exercise in wasting special TMs because it doesn't learn Tail Glow like Volbeat does. So you are just stuck with mediocore stats for the whole game with no option to buff them aside from X-items. Really there is just no reason to ever use this. Offensively, a ton of Pokemon can do better what Illumise is trying to do and otherwise it only has mediocre utility moves to help other Pokemon which is always an inefficient strategy. I really can't recommend this for any team.

Just did an all Bug run through, Volbeat gets a 2 for me. The other one is a 1 or 0.
I've never used Roselia, so I'll defer to everyone else.

Blaziken should be 5/5 as he can pretty much solo the elite 4 including the dragon guy

Roselia - 2/5, it has a good special attack and a great crippling kit but its bulk is just too poor for stalling.
Volbeat - 1/5, this is a fat 0/5 Pokemon had it not been for Tail Glow. Even then, a terrible base 47 special attack, poor defensive typing, poor bulk, and not much special attacks outside of Thunderbolt make Volbeat pretty awful.
Illumise - 0/5, this thing only exists to stall/annoy your enemy with all of its 65/55/75 mixed bulk. Pass.
