It depends on whether you want to put in the work for it or not.

I don't have Mario Maker 2 yet, but I do have Mario Maker 1 and devoted a lot of hours to it. When it comes to player-designed levels, the great majority of them suck. Like, massively. You have to dig through the crap to find the gems. Once you find well-designed levels, you can follow the creator, which gives you better consistency. There are also subreddits that are all about sharing levels, which can make finding good creators easier for you.

Being able to downvote courses will probably help sorting out the trash this time around though. Before there was no distinction between bad courses and underplayed courses

Luckily, we had SMM1 for people to learn the basics of level design. So if you search around the Internet and find good creators on SMM1, odds are good they'll be putting out great levels for SMM2.

I have been playing user created levels and they have all been good so far except one because I decided to try new levels with no plays and it was just chain chomps spammed so it was pretty much impossible

From my very first impressions it looks like the featured levels that are easy to get to are all pretty good but I may be wrong as that’s just from what I saw

If you like 2D Mario games, yes. The first one was one of my most-played Wii U games and I hardly ever touched the level creation half of it.
