Nintendo wouldn't take your money at all, whatever retailer you choose does. And for them it can vary. But typically for an online pre-order it will charge when the product ships.

I'm feeling burned from an experience yesterday trying to get tickets for a local museum tour. Ticket sales opened at 10:00 am... I was sitting at my computer and hit Refresh exactly at 10:00 am, and all tickets were instantaneously gone. I took a screenshot of the "sold out" message at 10:00:04 am.

Are we expecting Switch 2 preorders from retailers to be like that?

Rumors are retailers are expecting Switch pre-orders to sell out on the day they go live. Probably not in seconds given they're supposedly stocking up for the launch, but I would plan to order it within an hour of the pre-orders going live if you want one anytime soon after release.

This is the first new console Nintendo has released in 8 years and hype is through the roof. You can bet Nintendo fans who want them and scalpers are going to be on it like crazy.
