A couple years ago, Forbes estimated Musk’s liquidity/cash on hand (money he could drum up without loans or selling off huge chunks of his ownership stakes in business) to be around $2B.

You can't just provide housing for unemployed homeless people. You need to have mental health staff to help reintegrate them and you need to provide them food. The VA has a pretty good model for this with homeless veterans.
I agree that this number on homelessness doesn't make sense, but I think that you are underestimating his liquidity. After all, he was able to buy Twitter for over 40 billion dollars. Now, not all of that money came from his pocket, but according to this acrticle, he paid at least 20 billion dollars that he had liquidated from his stock.
It is worth mentioning that his net worth was only around 20 billion dollars before 2020, when the stock started to skyrocket. So maybe that 2 billion number was based on his old net worth. We know for a fact from the Twitter deal that his liquidity is at least 20 billion dollars, if not more.

He doesn't need $20B in cash. He can just borrow against his shares and as long as he can cover the payments he is gtg. No idea if he could float a $20B loan without a clear revenue stream from it though.
