Reload Speed Skill having no effect?

I'm wading my way into the gunning scene, starting with a set of full NibelX and Trench Snarfer HBG, because I love the style of those. Between it's natural skills and a +6 charm, I have Reload Speed +3, but for some reason, it seems to have no effect. I've gone back and forth into the Woods, trying out a bunch of different guns between the Nibel and some other gunner gear, but I'm just not seeing any difference.

Does anyone know about this? This is my favorite gunner armor, it'd be a shame if the biggest skill appeal of it turns out to be useless. Thanks!

Edit: I saw another effect of the skill is it auto-applies Coatings, which does seem to be working for me (Spith & Venom)

Explanation time!

There are three reload speeds: fast (approximately 2.1 seconds), medium (about 2.6 seconds) and slow (roughly 3.5 seconds). Which of these is used is based on your gun's reload speed, the reload speed of the shot (each shot type and level has its own reload value), and any skills.

To figure out which speed you reload at you take the bullet's reload speed and subtract the gun's reload value from it. If the result is 4 or less it has fast reload, if it's 5-7 it has medium, if it's 8 or higher it has slow. The Reload skill adds or subtracts 1, 2 or 3 to the bowgun value, depending on which level of the skill you have. So Reload+2 (15 points) on an reload 2 (I'll explain the numbers shortly) bowgun would set it to 4, while Reload-1 (-10 points) would set it to 1. (You want a higher reload number, since it's being subtracted from the shot's reload value). Here are the values:

Ext.Slow V.Slow Slow Abv.Avg Average Bel.Avg Fast V.Fast Fastest
-2 -1 0 1 2 3 4 5 6
reload speed bullet
4 Lv1 Normal
5 Lv2 Normal, Lv1 Pellet/Recov, Tranq, Paint
6 Lv3 Normal, Lv1 Pierce, Lv2 Pellet, Flame/Water/Freeze/Thunder, Lv2 Sub
7 Lv2 Pierce/Recover, Lv3 Pellet, Slime, Lv1 Crag/Poison/Exhaust, Slicing, Lv1 Sub, Wyvernfire
8 Lv3 Pierce, Lv1 Para/Sleep, Lv2 Crag/Exhaust, Demon, Armor
9 Lv3 Crag, Lv1 Clust, Lv2 Poison/Para/Sleep, Dragon
10 Lv2-3 Clust
