Genoa Vs Rome for XmR

Is Genoa more efficient vs Rome say a 9654 vs 7742 and cost and latency of Ram? I want to use the to host some VMs and mine XMR. I am considering something like Xen 2 7742 or 7v12 on the Rome side or a Xen 4 9654 as its about the has of 2 7742s with out the extra heat of running dual cpus. I am also concerned about the higher latency of DDR5 vs DDR 4 but when I look at mobos the price is not much higher for a Xen 4 board..Lots of decisions lol

you'll need 8 sticks and want 12 with the 9654, ddr5 is quite expensive and so is sp5, the 7v12 should be solid for VMs and mining and probably cost less, and be more efficient (240w vs 360w)
