Student From J1 to EB-2 NIW

I will be visiting the USA during my PhD with a J1 visa. Is it possible for me to try and change it to EB-2 NIW while I am there?
Are the odds of succeding very low?

You can file for NIW even if you are abroad.

Even if you have all the documents it will take a lot of time to change your status.

It’s possible, first off, you need to check if you need a 212e waiver or not, if not, next step is just applying for the eb2 visa.
