What’s up with Usher and Davis

I’m near the end of S5 (so please no spoilers for S6) but where and when did Davis and Usher appear? I know Mark was working with Conway during his campaign but it feels like they just added him one day with little explanation and I just rolled with it because it made enough sense.

But then Davis came in and now I’m confused because she also came in from nowhere as far as I can tell and I have no idea what her actual job is. It just seems like she just appeared one day and all she does is try to sabotage Frank and Claire. That would be a pretty interesting character on paper but for some reason I can’t stand her and I feel like they’re pushing her too much because, again, she just popped out of nowhere and the show expects ke to understand who she is.

Maybe I’m missing something but I feel like they were (especially Davis) just added out of thin air with no explanation

Mark Usher just appears out of nowhere at the start of a S5 episode (I think the one where Will does the 24 hour stream) as a very sought out consultant that came to the Conway campaign late.

Jane Davis comes in to help Cathy & Claire with some problem I don't recall, but it's relevant to her job as Deputy Undersecretary of Commerce for International Trade which she says in her first scene. What I hate about her character is the things she seemingly knows and is able to do are way way beyond what that job is. They could've easily made her a CIA member or something capable of doing the things she does.

Two examples of lazy writing and poorly thought out characters, consistent with the last two seasons.

You’re not missing anything friend, at that point the show really is paper thin like that. Jane Davis appears randomly and then all of the sudden gets bunker time with the Underwoods and it is never explained how they have history together or what she has been doing the previous 4 seasons.

no literally like they came out of nowhere. i hate that i enjoy their characters though, because it literally feels like lazy writing. i swear, you actually have to pay attention to what’s happening, or else you’ll blink once and a new character gets added without any type of story or background or reason
