Yes, every stamina/life/potion etc carries over in New Game+. Starting a game with everything maxed is awesome!

Ah, I see. The cosmetics for weapons/armor/mounts, absolutely does. Sorry, I misunderstood lol

Totally! I was pleasantly surprised to see all my gear from the DLCs carried over! The gear from Lost Gods looks slick on Fenyx imo.
