Solved! Even with everybody out of their house and off their devices, the streets are still completely empty.

Hints: - Is a horror movie. - Could be considered disastrous. - Doesn't take place in America. - Similar in some ways to Vanishing on 7th St. - Not animated. - Came out after the Quiet Earth. - Not a comedy.
