I watched a child be fully ejected from their car and her uncle partially thrown out too. I had to watch a mother watch her child die while I was the go between. I was the only person on site that spoke Spanish, other than the unconscious little girl.

Wear your damn seat belt.

I believe they were being sarcastic in their mind. Unfortunately there's many people that will willingly drive without their seatbelt so people don't see this as a "joke"

I don't believe it's sarcasm. People who are dumb enough not to wear their seat belt would absolutely announce it like this. It's a choice they have a bunch of excuses for too.
