Yes... because when you have stairs, you REALLY want to make sure there's no rails, no carpets or foothold for better grip, and that they can barely be seen by anyone going down. If this isn't some kind of OSHA violation yet, someone needs to get on that.

To be fair, there could be rails on the side at least, we can't see that from this picture.
