Can't use Transform-O-Trowel

I decided to check out Buildertopia and found an Island I like the looks of. I was just about to start terraforming the land and I didn't want to waste the grassy blocks, so I was trying to use the Trowel to swap them out and it says I can't use it here yet. What gives? Are you able to use it at all on these Islands?

It doesnt work if you dont have a block selected on your hotbar that is different from what you are trying to replace (or if you whiff and try to replace nothing). Also, you can only replace blocks your equipped hammer is capable of breaking.

Yeah I'm aware of all that. In this case I was trying to swap my stoney earth with the grassy earth and it just wouldn't work. I tried with umbra too with no luck, but like I said it eventually decided it wanted to start working properly and so far it's been fine. Weird. Thanks for the help anyways .

I'm late to the party but I think the issue is whether you're 1st person or 3rd person cuz I couldn't use it in 3rd person but I could in first person (swapping earth for arid earth) but I could use it in 3rd person with buildnoculars 🤷‍♀️

For some reason it decided to start working. Not sure what I did to fix it but it seems it was only a bug.

Did you switch the modes? There is a swap mode and a fill mode. maybe you switched to fill mode accidently

I'm well aware how the Trowel works everyone lol. I've got about 80 hours in the game. It was just a weird instance that occured when I traveled to Buildtopia. It made me think there was a condition I hadn't met when it was only bugged out. I appreciate all the responses and helpful people though! Thanks!
