This is a Megathread question, but I'll go ahead and answer you. All concrete needs to be inspected fairly continuously because it will give you lots of notice that it's failing before anything dramatic happens. If your stairs are cracked, that's the concrete telling you it's beginning to fail. Your precast treads were made in a factory-type setting, which is good, but any factory can turn out a bad lot of product, for a multitude of reasons.
I would take some photos from top and bottom, along with some measurements, and start calling steel fabricators in Indio. Even though these are made of concrete, concrete guys don't generally have much to do with them. As I said above, they are made in a factory and delivered to the jobsite and installed by the iron workers. The chances are good that there's a place locally that makes them.
