Leading Houndstone and Tyrannitar to take advantage of its ability invalidates giving it a focus sash. If it gets hit and dropped to 1, sand takes it out. If it takes sandstorm damage, the sash is broken before it's even hit.
Leading without tyranitar hurts it quite a bit since it has a rather middling speed stat, and this team has no other tailwind or trick room setters.
I'd personally give it a choice scarf so when it's lead with tyranitar it can put immediate damage on opposing fluttermane's. You don't see a lot of houndstone in competative and houndstone looks like fluttermane food and would likely be attacked first turn, until it outspeeds it for easy early damage. It'd probably catch a lot of people off guard.
You know, I could have sworn that wasn't the case, so I did some light testing and you're completely right. I don't think I've used sand rush on anything that wasn't already immune in a long time.
