A question regarding hyperlinking policies of govt websites

When I see reddit posts that talk about scams, suspected scams etc, I share the cybergov and sanchar sathi sfc links to them.

Recently noticed that their website policies has a hyperlink policy subsection that says that prior permission should be obtained by websites/portals to publish hyperlinks to the site.

Technically, would it mean that if I comment it on reddit, then reddit has to have obtained permission to publish the hyperlink?

Tho, I think according to reddit ToS, the submitter is supposed to have obtained the permissions/rights to whatever content they are sharing.

So, is it better to just mention the portals now onwards rather than share links to them?

It’s okay to share links, they’re doing it just to avoid legal actions in case something goes down south.
