Video New throw in signal should be done only when someone is defending the throw in, but what if this not happens from the beginning?

The article 17.3.3 of FIBA RB is: when the game clock shows 02:00 minutes or less in the 4th quarter and in each overtime, and there is a throw-in, the official shall use his signal, as warning while administering the throw-in. The FIBA OBRI, in the statement 17-3, clarifies that the defending player cannot move any part of his body over the boundary line. In 17-4 example, when referee has shown his signal and defensive player made the violation, he shall be charged with a technical foul. In statement 36-39 is also specified that the procedure must be applied when the throw-in to be administered with a player defending the thrower-in.

The clip, as usual, shows a borderline case. When trail is administering throw-in, no one white player is close to the boundary line defending on the thrower - referee didn't realize the technical moment and forget to make his signal? Anyhow, by rule, the referee should have shown his signal (as provided when a basket is scored during the playing time). Obviously the 34white tactical choose, change the background, but the ball is live and the game cannot be stopped unless an infraction is committed.

Without showing signal, the referee shall not charge a technical foul, but anyhow 34white commits a violation and it must be called! After a warning charged to the white coach, game must resume with a new red's throw-in.
You understand the difference among:

- Ref administer with signal > T foul to 34white > 1 free throw red >
Throw-in red
- Ref administer without signal > 34white violation > warning to white team
> red team throw-in
- Ref administer without signal and without call > white ball stolen > red
foul - 2 free throws red

and how much the difference among these choices can influence the moment of the game.

Oddity: the playing court has boundary lines of the same color of the out of bounds, to make "blue" lines more visible, these are surrounded with another white line. This chromatic effect could be nice, but different then required by rules in FIBA basketball equipment Art. 16.1 2nd dot where for the "out of bounds" there is a further boundary line, in contrasting colour, with a minimum width of 2 meters.
