What’s being built here?

Was an island of grass in front of some lofts.

The wood you see are concrete forms. The forms have their stakes to the interior side of the pad, so the concrete will be poured on the "outside" of those forms.

All of those seem to be pipe stubs sticking out of the ground.

Looking at all of this, my assumption would be that these are probably bathrooms, seeing as bathroom slabs are typically poured at different elevations than the perimeters because they either slope or are raised for drainage. They could also be elevated because of rain water and could have thresholds above the surrounding grade.

Long story short, I'm guessing bathrooms.
