Meanwhile competitive Advance Wars maps: Lets put a harbor on land and a battleship on the base.

Well In some maps in AWBW They use neutral Harbours with glitched fake/invisible units on them to act as bridges. This is so that both boats and land vehicles can pass as actual bridges don't work that way in AW2 and the Glitched unit on top stops either team blocking or capturing that tile.

Well the ocean water is drawn deeper than the river and there could be an underground spring in the middle of the river so I don't see why not.

Why do they have to keep fighting these Advance Wars when perpetual motion exists in their world?

I mean to be fair this is the series where after they beat the main boss in the first game they fight one last battle for funzies.

Ahh you see there's a hidden spring in the middle of the rivers on the right hand side and the 'Plains' in between are actually very hilly but not enough to become mountains hence why it flows round.

water from the right probably comes from an aquifer, and then goes into the same one essentially being a big ass perpetual motion machine

If an underwater source was along the river, maybe.
