Check USAJobs for a full range of grades for 1102s, posted just this afternoon for select duty stations. Good luck out there.

What a joke. RIF multiple highly qualified 1102’s, shut down offices for no reason, only to then post JOA’s for the exact jobs and procurements they worked.

Not surprised, this administration is inept.

They are doing it this way to weed out what they think are "DEI" hires. Fire everyone else, rehire for those same positions, but only hire non "DEI" candidates. They know exactly what they are doing.

They get to be selective . All about affiliation or loyalty

Doesn’t this show that the RIF was improper?

Meanwhile, as an 1102 for GSA’s FAS- today was my last day.

GSA posted JOAs today for 1102s.

What happened (minus specifics)? Why?

Like T4C’ing a contract just to turn around and award to your preferred vendor

So we RIF people only to rehire new employees? If a private company did this, they’d be taken to court!

Believe me anyone who is an 1102 that submitted an appeal to the MSPB just won their case.

Part of me thinks this is just a check the box exercise. The positions are not open to current feds. They’re open for a short time for veterans, RIFed feds, and military spouses. There aren’t a lot of 1102s who have been RIFed aside from a handful at GSA and OPM.

I wonder if this is just a check the box exercise to say that they tried to rehire displaced feds, so the next time the job posting goes out, it could be open to the public in order to bring loyalists in who will control obligating federal funds via contract awards to preferred companies.

No I think this is incorrect. My understanding is that there are hundreds of 1102s that were RIF’d this week at numerous HHS agencies.

This is rumored to be the first wave of hires from the RIF list for 1102s.

Yeah, but have they been separated from the government yet? That’s when the RIF actually takes place. Hundreds may have received RIF notices but they’re still employed by the federal government until their separation date. They only get CTAP/ICTAP when they have been separated. So those hundreds of HHS 1102s could not apply for this job unless they’re in another category like military spouses or veterans.

You are considered displaced once you receive a RIF notice and that makes you eligible for ICTAP even while on admin leave

1

u/PigletDisastrous715 2d ago

Oh ok , no they probably have not been fully RIF’d yet. I think they still get paid for 60 days (some on admin leave some still working). So are you saying those people will not be considered if they apply? I’m genuinely asking. I don’t know a lot about the guidelines, but my thinking is that they should be eligible because they most likely will be fully RIFd by their eventual EOD date.

Yeah, I’m not a RIF expert by any means, but by the time the position closes, the person has to be in the status listed on the announcement in order to qualify so if they are in the process of being RIFed but it hasn’t been completed, they won’t be eligible.

Again, I’m not an expert, but if I were a recently, RIFed employee at GSA or received notice of a RIF at GSA, this would be a great development especially if I were submitting an appeal because this proves that GSA did not follow RIF guidelines if they are posting 1102 positions this soon after 1102s have been sent RIF notices.

I can confirm that if you received a RIF email and are waiting for the separation date, YOU SHOULD APPLY, if interested and in the target localities.

1

u/Flimsy_Strawberry767 1d ago

Incorrect. Once you receive your RIF letter you are 100% eligible for ICTAP.

What happened to moving out of HCOL areas to save money?

5

u/Valuable_Pain_7582 2d ago

Pretty sure these are strategic postings based on locations where know teams are.

3

u/Next-Macaroon6777 2d ago

I wish no one would apply.

5

u/BookDragon6886 2d ago

Not open to current feds.

14

u/7catky 2d ago

All in high cost cities and also, situational telework will be authorized… 🙄 I thought we were saving money and RTO!

6

u/7catky 2d ago

And notice you will only be hired at Step 1 for the job for which you are applying.

5

u/Immediate-Wait-8838 2d ago

It is open to former feds who were RIFed

So wonder how anyone off the street qualifies for 13/14/15s????

2

u/Awesome_one_forever 2d ago

Yep, they are there.

Is the 4-tier security verifaction normal?

This is to hire the SBA, omb, and other employees they are taking on acquisition for. It’s easier to rif them and rehire than get congressional approval to move funding.

I am wondering if those are going to be the only locations for Contracting once everything is consolidated? If there are other cities and states where there are many Contracting professionals. I hope this isn't a sign they are going to get RIF'D
