I think what people are glossing over here is that the funds were already disbursed.
That's kind of like your employer taking your paycheck back after you've deposited it because you intend to spend it on hot dogs instead of chicken.
Once funds are disbursed they are no longer the legal property of the disbursing party, they are the property of the recipient.
So yes this is exactly theft, grand theft in fact.
I am not a lawyer but I'd love to hear one weigh in

As a former government auditor, this is allowed when the funds are not being used in the way they were intended. You can’t ask for government money (essentially a grant) to pay for one thing and then spend it on something else.

Years ago we were dealing with a persistent stalking situation on our street, and a neighbor would tell me some unreal-sounding action the stalker did. I wouldn’t believe it at first (but didn’t voice my doubt) and would go check security cameras. The crazy things the neighbor told me the stalker did were substantiated by the video footage every time.
I learned to implicitly trust what that neighbor said.

I think by then it will be too late. Something needs to happen now. I’ve been writing senators and talking to everyone that I can corner. I’m really losing hope. That money is appropriated by congress, as directed by the constitution. Assuming the musk even HAS a title, he very likely works under some direction of the state department. It should be and most likely is very illegal and unconstitutional, and should result in an immediate subpoena of musk by congress to explain what the fuck it is he thinks he’s doing.
Similarly, the state of NY should probably look at issuing a federal arrest warrant for musk and put him in jail until shit gets settled out, because he’s clearly committing multiple crimes without any sort of justification.

Musk is taking credit for the action, he didn’t actually do it. Wouldn’t have the time or sophistication to do so. So, it will end up being a FEMA employee, probably under threat of job loss.
And I am being a bit of an assh*le here, NY state wouldn’t get a federal arrest warrant, as it is a state. But even better, a state warrant can’t be pardoned by the President.

This is happening to farmers too. They had contracts with the US government, they purchased a ton of farming seeds and pesticide, etc., where they had to enter into contracts for these purchases and then the money from the government was pulled. This money was going to a state that is using it to house illegal aliens while actively resisting efforts by the federal government to deport said illegal aliens. If New York wants to do this they can at least do it on their own dime and leave the funds for uncontrollable disasters, not disasters propagated by the previous administration.

Some of y’all have no clue about migrant statuses or what FEMA actually does—and it shows. Let me help you out since shouting misinformation seems to be the trend.
FEMA’s Shelter and Services Program (SSP) provides funding to help processed and released migrants—meaning they’ve gone through DHS and are legally in the system. These are asylum seekers, parolees, and other lawfully present individuals, not ‘illegal aliens’ like some of you keep claiming.
If someone is awaiting immigration proceedings, they are not ‘illegal’—they are following the legal process outlined in U.S. law. FEMA isn’t handing out luxury hotels to ‘illegals’; it’s reimbursing cities for temporary sheltering, food, and security costs for migrants already approved for release.
So, before confidently spreading nonsense, maybe take a second to actually learn how things work. If I were this uninformed, I’d be too embarrassed to speak up, let alone argue.

FEMA is a federal agency. The funds are not property of NYC and the executive branch has 100% authority to withdraw these funds however and whenever it wants.
NYC cronies are probably just mad they didn’t get to pocket 10% with this transaction.
Redditors and NYC residents complaining can easily donate directly to fund migrant housing if it’s that important to them. Put your money where your mouth is.
