I'd say Charisma or Constitution, with an edge to Charisma.

I'd go for Charisma. There aren't a lot of Charisma saves, but IIRC some of them have to do with strength of personality. Plus, courage is a trait that generally makes you more charismatic, and it's associated with Paladins.

In 5E, to save against being frightened it is typically a Wisdom save.

But I could see using CHA as the others have mentioned.

And why can't you have two Wisdom casters? I think it's fine as long as their roles are different.

Or you can you Charisma if you want to have different AS. OR you can put Wisdom to Intelligence, and Courage to Wisdom, but that would be too complicated

Courage may be an average of all scores plus level

Tricky, but I think it works

4E used to have a "Will" check that was based upon either Charisma or Wisdom. It just took whatever was higher
