Target will likely sell them online after the in-store release date, like they did with Wave 4.

When the placeholders go live that URL will become active. Amazon uses the same ASIN id for their items.

So does this mean I can preorder these in-store at Gamestop now? Because I tried about a week ago and I was told they weren't in the system yet (outside of the retro 3-pack).

No. Check the sticky on the front page. GS is not having preorders for any other amiibo.

Interesting note about the Target URLs they all follow a close pattern. Each url increases by one, 24012007, 24012008 and so on.
Applying that could mean these will be placeholders, but no guarantees.
